GRA Reschedules Rollout of GH₵1 Fuel Emissions Levy to June 16

The Ghana Revenue Authority (GRA) has postponed the implementation of the GH₵1 Fuel Emissions Levy from Monday, June 9, to June 16, 2025, following consultations with key stakeholders in the petroleum downstream sector.

Originally scheduled to take effect earlier this month, the levy, mandated by the Emissions Levy Act, 2023 (Act 1112), requires the payment of GH₵1 on every liter of petrol and diesel purchased. It forms part of the government’s broader strategy to combat carbon emissions and generate revenue for environmental sustainability initiatives.

In a statement, the GRA said the extension was necessary to “allow more time for petroleum service providers to adequately prepare and reconfigure their systems” for smooth implementation. The Authority assured the public that it remains committed to ensuring a seamless rollout of the levy.

Stakeholders in the fuel distribution chain have welcomed the decision, noting it will help reduce technical hiccups and operational challenges that may have arisen from the earlier deadline. Meanwhile, some consumer advocacy groups have expressed concern over the potential impact of the levy on transport fares and the cost of living.

The GRA has urged all affected parties to use the extended period to complete necessary adjustments and prepare for full compliance by the new date.

The Emissions Levy is one of several fiscal measures introduced by the government to promote climate responsibility and reduce Ghana’s carbon footprint in line with global environmental goals.
